Max out all human sliders, and put all CPU sliders to 0.
To get steals, press X when nearby an opposing player with the ball.
For blocks, you must press Y to jump up and swat the ball when they shoot. This can be very tricky to do against the Ai, so using two controllers and lining you and your opponent up can help tremendously.

You need to get 10 blocks and 10 steals. Straightforward, if you're having trouble getting blocks then you can use 2 controllers.
