Let's start with steals. X is to steal when you are close enough to the opponent ball handler. You can also use SLIDERS.
Press start anytime during the game and go to My NBA then SLIDERS.
On Defense for your team "slide" the Stealing Meter all the way up to 100%. And just spam X whenever you are close to the opponent ball handler.
For BLOCKS. You should mismatch who your team is defending.
Meaning, Yao would put up great blocking D against Iverson.
You can also use SLIDERS the increase the tendency that the opposing team will take shots for close-up mid-range or 3 pt. Therefore increasing your chances of you getting more blocks.
*This achievement will unlock when you get exactly 10 Blocks and Steals in ONE game. So feel free to put the quarter length to 12 minutes.

Great solution by Hot Glue. But if you like me suck in blocking or stealing against the cpu. Just use another acount/controller on versus or play with a friend. That would be easiest and faster!

Using an All Star team, sub in big guys at every position and adjust the CPU inside,midrange and 3pt sliders to 0, under tendencies put the CPU Attack the Basket at 100, blocking on the human side to 100. Leave the player on the CPU with ball open and he will drive to the hoop. Do the same to get 5 steals by turning off Reach in fouls.
