Reel viewer can be found in the Main Menu under Features then 2K ReelMaker. Pick the Top 100 and pick any file and download it, it will take a good 2-3 minutes to download. Then head back into ReelMaker and select My Reels and select the reel you just downloaded. Once the reel plays the highlighted clip it will ask you to RATE IT, give it a 1 through 5 star and the achievement is yours.
