turn off autosave and play as a good team (i played as UNC) for the first year. if you win, save your franchise; if not, reload. you need to get at least 21 wins in the regular season. then win the conference tournament and national championship and that should get you over 30. for the 2nd and 3rd season, edit your players to be 99 overall so you don't have to mess with recruiting the first year. then sim game by game and keep going until you get 30 wins for three straight years. after the 3rd season it will unlock.

Play on Junior Varsity 2 minute halfs, but if you decide to sim these make sure you season is saved before simming.

First off when you go to make your season schedule make sure there are over 30 games scheduled for your team. To be safe add as many games as you possibly can to the schedule. Make all of your non-conference games against lower rated schools as well. Choose either North Carolina (ACC conference), Connecticut (Big East conference), UCLA (Pac 10 conference), Duke (ACC conference), Louisville (Big East conference) or any other Top 15 school to do this achievement with. You can easily get this game via simulation or you can play every game to make sure you win 30 games. Conference Tournament and NCAA Tournament games count towards the 30 wins. Make sure you win at least 30 games in 3 straight seasons and you'll get this achievement.
