You can cheat this Achievement by setting the Offsides slider all the way to zero (far left). You can then pretty much force a punting situation by moving one of your defensive players over the line of scrimmage and next to the CPU's quarterback. Be careful not to touch any other offensive players before the snap or the penalty will be called. Wait for the snap and then quickly sack the quarterback.
When faced with fourth down and in punting formation, use the same strategy to move your defender near the punter. Stand a couple yards in front of him and slightly to the side so that the snap can reach him. Once he has the ball and is about to kick, step back in front of him and tap the Y button to jump up and block the punt.
The Achievement will unlock once the play is dead.

I have done this like 4 times but yet to get the achievement any ideas???

You're sure you're blocking the punt and not tackling the punter, right? He has to get the kick away, if I recall correctly.
