How to unlock the Fill Up Legend Meter achievement in NCAA Football 08 - Definitive Guide
When you create your legend, you can choose an existing college player and skip the whole high school process. Sort by "All" in the team select menu so you can see a list of the best QBs in the game and pick one of the top 5. One phenomenal season is enough to fill the meter, but to be safe, pick a Junior QB like Pat White (#5) at West Virginia. Colt McCoy (#12) at Texas is a sophomore but would also work if you dont mind simming an extra year. It should be fairly easy to sim 2 seasons with a quality QB and have it filled.
I chose Brian Brohm (QB #12) at Louisville, even though he was a senior, and thus I had only one year to fill the meter. Louisville went undefeated, won the National Championship, and Brohm won the Heisman. It was almost filled once he won the Heisman, and only completely filled after winning the National championship.
Game by game simming is safest, although a lot of saving. I got lucky with Louisville and just simmed the season.
NOTE: Brohm (QB #12) at Louisville and Colt Brennan (QB #15) at Hawaii are always in the mix for the Heisman when you sim through a season.

Worked like a charm I used Texas and picked their soph. qb he had the highest rating sim for 2 seasons and he won the Heisman and achievement unlocked =)

2. Win the high-school championship game; this will have more high-profile colleges and universities interested in you. Keep saving after each win until you win the championship game. If you lose, try again.
3. After the high school championship, go to one of the Top-25 schools that recruited you as no worse than a second stringer. I went to TCU, who benefit from a very easy schedule.
4. Once on campus, keep doing the practices until you become the starter. As soon as you've become the starter you don't have to attend practices (just sim them).
5. Always do the evening activities: many of these will boost your popularity levels, which in turn boost the Legend Meter. Some of these events are worth +4 and +5, and they'll add to the meter quickly.
6. Playing in weekly games will help boost the meter, especially if you win rivalry and bowl games. For what it's worth, I only played games in my first season and then simmed the rest to save time. In my second season TCU went 11-1 and this pumped up the meter big time. Once again, TCU has a really easy schedule.
Doing all this, I was able to fill up the meter before the end of my third season and get the achievement.
One other thing: after your junior season (third year), you may have the opportunity to enter the NFL draft. Decline the offer and return for your senior year; doing so will cause the Legend Meter to increase.

I used a quarter back and played the first 5 games of the season at 3 min quarters...at that time I had thrown for 35 TD's and 1 int (yes it was on freshman)...save there and then sim through the rest of the season...you should win the Heisman there for guaranteeing you filling up your legend meter on the first season
Using the 5-Star Legend you just got, sign to a college. You can either play this out and just do really well during games to get your meter up, or the way I did it, which was to sim the first three years (this ensures that you're a starter your senior year), and play a few games to boost the meter (getting a few hundred yards and some touchdowns each game), then just sim the rest.
