This is unlocked during post-season recruiting and is a feature available through the "Recruiting Board" (credit to Wanderer128 for "Recruiting Board" detail).
When you call a prospect who still has not made up their mind by the end of the season, you can "make promises" to them to try and sway their decision to accepting a scholarship to your school. Just make any promise (example - No Redshirt Freshman Year) and the achievement will unlock.

It would be nice to add that performing this action is under the "Recruiting Board" and you can make a promise by selecting one of the players. I originally thought it would be under "promises" and since no recruits were listed, I was kind've like wtf. So I just wanted to throw this out there.

You can't get this until your second season of Dynasty. Go to the "Recruiting Board" and make a call to a prospect. You'll be given a few options of promises to give the kid to try and convince him to come to your school. Just select one and you'll get this.
