You can accomplish this achievement by yourself, host a dynasty (XBOX Live > Dynasty > Create Dynasty > New Dynasty) and then just choose to start they dynasty by yourself. The achievement will pop up before a "Not Ready to Advance" message pops up.

Easiest done with a friend, have one of you create an online dynasty, have the other one join it, and the achievement will pop for both.
Also, you can join someone else's dynasty, wait for it to start, and let it pop that way.
Quitting the dynasty after getting the achievement is your call.

Go to:
-Xbox Live
-Dynasty
-Create Dynasty
-Either select New or Host Existing Dynasty
Once there, just select a team, doesn't matter which team you select and then just keep hitting OK until the save screen comes up, after you save the Online Dynasty the achievement should pop up.
