Like most defensive Achievements, this one can also be accomplished easily in single-player vs. the CPU by turning the offsides penalty slider all the way down to zero.
On offense, run out of bounds at the one yard line, then squander any remaining downs by using the Right Bumper on a passing play to throw the ball out of bounds. Once the opposing team takes over on downs, before the ball is snapped move one of your defenders next to their QB while being careful not to make contact with any other players. As soon as the ball is snapped, the QB should still be in the end zone, and you can easily tackle him for the safety, two points, and a 30-point Achievement.

Start a multiplayer Play Now game, using your profile as Player 1 and another profile as Player 2. When player 2 has the ball, call any rushing play and when the RB gets the ball, head to your own end zone and wait to be tackled by a player from your (player 1) team. You have to be tackled, running out of the end zone won't get it.

Get the ball to the opponents 1 yard line and run out of bounds. Now spike the ball until it is a turnover. Follow the offsides trick to stand behind the QB and sack him. Achievement Unlocked.
