How to unlock the Sick 'Em Smokey achievement in NCAA Football 09 - Definitive Guide

You can get this Achievement in any game mode, but the touchdown must be scored in the second or fourth quarters. The mascot will be at the other end of the field in the first and third. Playing as Tennessee, once you score the touchdown, immediately run to the sidelines where the mascot is dancing and the celebration will take place and unlock the Achievement.

You do not have to finish the entire game to earn this Achievement.

I got it first quarter as well, any thoughts as to why?

It may depend on which end of the field you (or your opponent) choose to defend.

Ran the opening kickoff all the way home against army, achievement popped 13 seconds into the game!
