How to unlock the Will You Ever Learn? achievement in NCAA Football 10 - Definitive Guide
You can increase the likelihood of unlocking this Achievement by adjusting the sliders in your favour. Note that you don't need to intercept both passes with the same player, nor do you have to do them while you are in control of the defender. If your AI teammates intercept the ball, they count toward this Achievement.
If you're not getting a lot of luck, play against a weaker team and increase the length of the quarters to give you more opportunities for the pick. You can also punt the ball away on your first down to keep the ball in the hands of the other team's offense more often.

Have your second controller throw hail marys to the WR on the Y button. Make sure his defenders are reading the play about the time you throw it. As soon as you tap (not press) Y to throw it, pick up your own controller and tap B and then Y to catch.

This doesn't have to be done with the same player. You can get an interception with two different players. If you're ahead late in the game, the CPU will start to throw on almost every down. Sit back in a zone coverage (Cover 2 or Cover 3). Usually, your defenders will automatically intercept the ball. However, once the ball is in the air, you can select the closest defender to the ball with and then attempt to intercept it with .
Note: You can also adjust your game plan by pushing R2 at the play calling screen. Pushing on the Pass Defense option will create more INT opportunities.
