As of August 11th 2011 this Achievement can no longer be obtained. EA shut down the servers to several games, this being one of them.

fucking hate these achievements (if they are going to make it impossible to get the achievement by shutting down a server then they should change the achievement at the same time to something that people could still get) #fuckingstupid

I should have had this achievement a long time ago, as I actually did upload a photo, and video, more than once, and it never popped. :-\

From the Main Menu, go to My NCAA 10, My Legacy, EA Sports Highlights, then select which mode your highlights are in. You'll see a list of all the games you have highlights save from. Select a game, then a highlight and push 
to upload it.
