Make your QB and recvivers have all 99 stats. I'd suggest having your entire team have all 99 stats to earn a few other achievements in dynasty mode.
To ensure you have the completion percentage required, I would play 5 minute quarters for all the games. Also play dynasty mode as road to glory is to untrustworthy and you can only controller your guy, where as dynasty you can set your stats for all players. Once you have the completion percentage it will pop at the end of the season.

Pick any good team and edit the quarterback stats all the way to 99. Then just simulate and you should get it at the end of the season. If you are having trouble, I would recommend editing the wide receivers stats to 99 as well.

Play through a season of solo Dynasty on Freshman difficulty with a good quarterback, such as Pryor from Ohio State or Ponder from Florida State. Make sure you have at least 100 attempts. If you have any trouble, just set the User Custom AI to 100 on QB accuracy.
