In order to get this, you need to call a prospect and under "How much time will you spend?", select "1 topic (10 minutes)".
On the next screen (with options like "Make a Pitch" and "Make a Promise"), select the last option - "Offer Scholarship".
If the prospect accepts, you get the achievement. You can do this at any point in the season, and you can talk to them in earlier weeks to boost their interest.
I got this my second week after a big win over Alabama before my prospect was even ready to visit.

The way I did it was just put 5-10, 1 and 2* prospects on your recruiting board that are from the state your school is in and just do a 10 minute conversation with each where you offer them a scholly. eventually one will commit.

Also, if you have downloaded access to the Recruiting Advisor, he will tell you randomly show a recruit and say, "Be sure you offer this kid now, coach". Select, offer, done.

You can do this easily with any team. Just simulate until week 8-12 and check your recruiting board. Press (Y) over every player to check their interest and see if you've sent them a scholarship yet. If not, go ahead and offer them one on a 10 minute call. If this doesn't work then reload your save or try somebody else.

"Recruit a commit to where you have the green bar filled to the end for you without offering a scholarship. Then call the recruit and do a one topic, (10 minute call) and offer a scholarship. Here's what I did for this achievement and it was very, very easy. I set up a new Dynasty with Alabama and recruiting on Freshman. I created a 99 overall recruit from Tuscaloosa, Alabama (where the university is located) and offered him a scholarship week one. He committed instantly. So just create a recruit from the hometown of your school and you should get it easily.
