Just want to add that you can literally sim to the end of the game. You don't have to worry about playing the last play or anything like that.

You can use any of the methods listed above or you can just use 2 controllers with shortened quarters. Set it to 2 minute quarters, turn off the playclock, and make sure the difficulty is obviously on Heisman. Just score with the main profile while you have the other controller use FG blocks and then have them run backwards for safeties while on Offense. Once you hit 35 points and are back on Offense just pick a running play and then just sit at the line of scrimmage and let the remaining clock run out. Achieve unlocked.
You have to change the difficulty beforehand in the House Rules portion of the settings to Heisman. While here, you can tinker with other rules/sliders as necessary, but you shouldn't have to really.
Now, choose a Play Now game between Oklahoma (or one of the best/top ranked teams or your choice) and San Jose (or one of the worst/lowest rated teams of your choice.
Choose 15 minute quarters to allow you the most time. At the start of the game, select Super Sim, and simulate all the way to the end of the game. Your super school is no match for your opponent and should win by well over 35.
Editing rosters and changing other rules and settings is allowed, but really, for this exact achievement your wasting your time. Perhaps for other achievements you may want to adjust these things though, so it won't be a waste it that case.
An alternative method is to use two controllers to dictate the results. Only recommended though if you just don't like the Super Sim way. In this method you'd turn off the play clock and have the quarter lengths shorter, just enough time to score 35.

Pick an A+ team and face a D- team. Set the quarters to 10 minutes. Then just super sim to the end of the game. You should be winning by much more than 35 points.
Be sure to change the difficulty to Heisman and change the time to 10 minutes before starting the game at the pre-game menu.
A good match-up for this is Alabama Crimson Tide (your team) vs. Akron Zips (CPU).
This is not as hard as it sounds if you use sliders and play as a top 10 team against a team like Army. You can also turn off penalties to make it easier.
