Archeotechs will appear randomly in operations as a mission, I have found that they always seem to appear on the easy operations for some reason. (12/12 times, very small chance this is a coincidence though). Simply end the mission with this in your possess or via extract and ensure it isn't stolen from your HQ by the end of the operation and this achievement will unlock.
