Implant slots are unlocked at level VI, VII and VIII. You can obtain them by purchasing them from the shop or from the legendary infamy option under operations. They are comparatively rare and you need quite a few so if you want this achievement early get into the habit of buying them every 3 shifts when they appear in the shop.
