Your car will need more handling parts than horsepower parts to be able to tune to full grip. Once you've added the necessary parts press B to go back and go to the tuning selection. Press Up to select the handling style and select yes to change it. Push the blue dot all the way to the right for max grip and press A to confirm. Go back out to the main garage car selection area and the achievement will pop.
To be able to fully master tune a car to either Drift or Grip in the Handling Tuning option within the garage, you must first purchase the top tier (E-Elite stage) performance parts for the following;
-Suspension: Fully Adjustable Suspension
-Differential: Fully Adjustable Differential
-Tires: Either Xtreme-GRIP tires or Xtreme-DRIFT tires
-Brakes: Fully Adjustable Brakes
-Handbrake: Fully Adjustable Handbrake
-Sway Bars: Fully Adjustable Sway Bars
The final unlock are the Sway Bars at REP level 47. This applies to all vehicles and therefore this achievement can be earned on any car in the game. You will be able to see how much a specific performance part allows you to adjust the slider when browsing parts by looking at the line of dots under the description, as shown below in the image.
