If you play the story and sidemissions this will come naturally. I hit level 25 roughly 10 hours into the game and 1/3 of the story done.
As of now all of the "easy" xp boosting ways are nerfed or patched. So it boils down to repeating races. Either the ones that make most fun or that hand out most xp. Or a mixture to keep your sanity.

REP is earned by completing main missions and events such as circuit races, sprints, drag trails & touges. To reach level REP level 25 you must earn 1,025,000 REP. This will take roughly five hours.
