This achievement is pretty easy to get so long as you have selected a good car to get the parts to the Maximum drift line. Most of the parts for maxing out the handling achievements are fairly cheap so you should use them on the 3 types of cars you'll need for this game (Race/Road - Drift & Off-road)
The car I used for my drift events was the Lamborghini Huracan '18 (the lime green one in the dealership) for $183,500
This car can quite easily get to the maximum drift with the following parts:
For Chassis these are the parts you'll need:
Suspension Parts:
Drift Suspension (Pro) $5,000 or Showcase Suspension (Super) $7,500
Tires:
Drift Tires / Speedcross / Showcase Tires (Super) $5,000 or the Elite versions which are $10,000
For Drivetrain this will be any of the following parts:
Differential Parts:
Drift Differential (Pro) $5,000 or Showcase Differential (Super) $7,500
The minimum spend you'll need will be $15,000 but the maximum can be $25,000. So the maximum you need to spend based on what I used is $208,500.
You can choose whichever car you wish that is cheaper in the dealership but this is what I used personally. Once you've got your car with a maximum drift setup (the dot should be on the line for Drift after equipping all these parts) you'll need to do a race. I recommend doing any Drift Trial with the car. Once you've finished the race the achievement will unlock.
That just about covers it. If anyone can think of a way to make this achievement easier or have a car to recommend that is cheaper, let me know and I will add it to the solution.

The cars just seem to over steer round the corners with maximum drift on, it’s really hard not to do a 180 when you just want a 90 etc.

I had the following setup + choice of track:
- any car you have
- using the upgrades you mentioned
- The Resort's Circuit :)

There are 4 separate achievements related to "Winning a race with handling parts for "maximum" (off-road, drift , road and race) traction equipped" The key to earning these achievements doesn't have much to do with any specific part setup but how each part affects the particular vehicles handling "graph". I've provided 2 images of examples of a MAX build that would yield an achievement(s) and a build that would NOT yield an achievement.

Pay attention to where the dot on that graph is located in order to setup your car for any of the 4 particular achievements. The ONLY parts that affect this handling graph are SUSPENSION & TIRES under the chassis category and DIFFERENTIAL under the drivetrain category. MOST exotic/sports cars in the game can achieve "max" handling in all categories with the exception of OFF-ROAD. So to put things simple just adjust the 3 parts I listed until the car reaches max in the desired category. For your off-road achievement I'd suggest grabbing a truck or SUV of some kind due to many cars being not able to achieve max off-road even with the best part rarities & yes rarity DOES matter.
Lastly, go and WIN a race with your new "max" vehicle in your desired category. I can also confirm that drift trials count as a race.
