If you don't intend to do it in the legit way (which is pretty easy thanks to the Cross play function - you can find plenty of players right now after release) grab a boosting partner, create an online lobby (preferably invite only or just for friends) pick Most Wanted game mode and simply catch your buddy 10 times while you are playing as a cop. You can choose between a Cop or a Racer any time in the lobby with pressing the 
button. (In case if you wanna trade wins race by race.)

Guide for Gamepass Ultimate members only.
Just discovered you can boost every online achievement by yourself by downloading the game to your PC (Since Gamepass Ultimate members also get EA Play on PC too) and activating cross-plataform.
You actually get different EA IDs on each platform so you can even add your PC EA ID as a friend in the game for invite sessions.
Just add yourself as a friend, create an invite only session for the achievement you need and that's it.
