You can do this before reaching racer level 19 which unlocks the car for your own use, the event you want is called Pushing The Envelope and is located in Memorial Valley. It's a Hyper series Gauntlet where the only car available is the Veyron SS. It unlocked for me to play at about racer level 15, it's not 100% the same for everyone depending on which events you do but it's a good way before you'll unlock the car. The race is comprised of a lot of long straights so there's ample chance to do it, save a full bar of boost and set it away either past the airfield or on the motorway

Best shot to obtain this trophy is in racer freedrive on Boulder Desert. You need to reach the top speed of 415 KPH.
