In order to get this achievement 1st you need to obtain 2,000,000 bounty for Cop(level 20).
Once you obtain it, the event you need to play is under Oakmont Valley that's mid map. The event is called Natural Selection. Simply bust the racer and at the end of event you'll obtain the achievement.

The location for the event you're referring to is actually Oakmont Valley.

In this video guide I will show you how to bust a racer in the GUMPERT Apollo S Interceptor at night, online or offline. The location is called: East Gorge Canyon, and the event is called: Lockdown.
Keep in mind this is the cop side of the story, and you will need to be at level 20 to unlock the car. This is the easiest way I found to get this achievement. Doing a hot pursuit in story mode gives you more racers to takedown pretty quickly. Once you take down a racer by any means the achievement will pop right away.

Destroy or catch a racer in a Hot Pursuit or Interceptor event at night.
In order to get it you need to unlock the Gumpert Apollo first by acuiring Cop level 20.
One possible event to proceed is the "Natural Selection" Interceptor event in Oakmont Valley.
The achievement will pop up immediately after destroying a racer.
