This one can be annoying, and you'll need to suspend any belief that 'Rubbing is Racing'.
Once the main story is completed, the first step is to buy the Koenigsegg Regera, which will cost 882,450 at the Race dealership and is good for a couple other achievements too.
There are a lot of races to choose from, and picking the right one is crucial. By now you've completed the story and unlocked all the events. You want to avoid the west side of the map and the east side of the map because there are a lot of turns and walls.
One thing to note is that you CAN hit at least a couple small objects like a traffic cone and a stick on the side of the road. I hit several and still got the achievement. What you absolutely can't do is crash, scrape, bump, nudge, or look at a car/wall funny.
I tried several options for races, and the one I would recommend is "Fight Into the City", found in the north. This is the one I got the achievement in my first attempt, and the reason I recommend it is the very long and straight open road section in the middle. There are only four other racers, though they're also driving fast cars. You want to hover back until you start hitting that large straightaway, and then go as fast as you can and sneak by them all. Use this time to create as much separation between you and second place (likely Evangeline). Once you hit the city go slower and more careful around the turns. The final stretch is at a bridge which is straight and allows you to boost to victory.

I found this easiest on the "Midnight Run" race right in the middle of the map in the desert area. Shouldn't take more than a couple attempts you can overtake everyone before the first corner, then just need to watch out for the traffic!

got in on that track after a few tries. I overtook two cars on the first straight and the rest of the pack by handbraking through the dirt in the first corner. I also drove rather slow in the narrow middle section to avoid the walls. I finished in just under 1:17, so even if you fail, you can get a rather large amount of tries in a short time.

This took more than a 'few' tries but once you get past the rival cars and learn where the traffic is this is the right track for this achievement

Just got this super easily on Hyperspace Circuit in the southern part of the city (in the southeast corner of the map). It's in the area where you battle Holtzman from Hazard Crew. I'd just bought my Koenigsegg, and beefed it all the way up (it comes with level eighteen stock parts, so I got all the aftermarket parts I could, with only the ECU missing a third perk), and took it down the to city (where I'd been boosting cash to buy the Koenigsegg Regera anyway), and since I had gotten really good at that course, I thought why not?
Anyway, I can confirm that hitting debris and objects is fine, you just have to keep it off of ANY WALL, and after accidentally scraping a wall on the first try, I kept it clean on the second try, and voila, achievement popped. Can also confirm that you can blow away the other three racers easy in the first five to ten seconds of the race and then just focus on being careful. And since the turns are good and wide (with the exception of the final turn each lap), you can get this in less than two and a half minutes, and without having to worry about any serious turns really, especially since it's set up like a stock car racing track. Even the drop from the finish line each lap is nothing to worry about and causes no damage whatsoever.
Hope this helps, the other two guides are good, but this feels like the shortest way to do it with the least headaches, happy racing folks!

The "City Assault" race helped me; I passed it on the second try, it is more direct and lasts 2 minutes.
