How to unlock the Scrappy Racer achievement in Need for Speed Payback - Definitive Guide

This will come naturally if you're also going for the achievement of getting a derelict car to performance level 399.

The first step is to find a derelict. These are hidden cars that you unlock the ability to find after certain quest lines. Refer to the wonderful solution written by NE0182 in One Man's Trash for a full list of locations with videos.

Your derelict is going to start off rather weak. Either buy cards from the tune-up shop or use trade-ins to get at least some cards to give you a decent rating. Then, just win any race.

If you used it as a Runner, you need to finish a Time Trial to unlock it. Everything else doesn’t count.

On the "chase" relic, it is enough to complete the track against the clock

It should be noted that if the relic was given the “Pursuit” class, then upon completion of this stage the trophy will not drop. I messed up so much, so I’ll have to hunt for the second relic.
For some reason I couldn’t buy the relic from the dealer, they write that I need to collect all the parts, even though they have already been collected.

The commentator above is wrong, the easiest thing is to just make a trophy on the chase, I did it myself on bel air, but there is one BUT, it fell out when I completed a new mission, and did not replay it.
