First thing on your to do list is head to the race car garage.

Next head to your map. You can see the roaming racers cruising around certain areas of the map. Hover over their arrow to see who they are. It will tell you what club they are from and the name of the racer.
You may find it easy to pick a fast travel destination they are near and move there to try and intercept them.
Once behind them you need to press RB to initiate an outrun race.
They are four members of the 1% club and you will have to beat each racer 3 times over...their difficulty increases after each race.
Once you have beat all members 3 times each you will get a shot at that clubs roaming racer boss.
This is a total of 13 races.
I am playing the game on normal difficulty and as i stated earlier my car was well below recommended level.
None of these races were to much problem with a moderate understanding of how to play racing games.
If you do find yourself struggling to beat the racers...when the race starts boost up next to your opponent and perform a pit maneuver. This will enable you to get a good lead from the get go. Maintain it and victory is yours.

It has to say GT-R, doesn't have to be the premium, that's just the highest rated one from the shop. The problem with this achievement is that you really should lean on the side of it being Missable. Each racer has a different version of them, rookie pro and veteran. Once you beat the rookie, the racer turns into the pro version, and you can't re-race the rookie version. Once you beat the veteran, it stays veteran.
The reason you should lean on missable is whether the achievement means 'Beat each racer using the GTR (5 races)' or 'Beat each version of the racer using the GTR (13 races)'. It's difficult to test because their cars are in the 300+ range (endgame), and if it turns out to be the latter and you beat a rookie using a Ford, you won't know until you've beaten them all that you need to start the whole game over.
So I would strongly recommend you treat it as missable until some poor soul potentially ruins their playthrough just to find out whether it is or not and can confirm it. Just don't race any of the roaming 1% club unless you're in some version of the GT-R.

Just to add to the other solution you only have to beat each of the four regular league members once in the GT-R on ANY difficulty. I beat two rookie members early on in a random car and the rest in my GT-R Premium. Achievement pops when you beat the boss.

beat all 13 races in the Cover car GTR capped out at 299 rating, nothing popped.

The website classificate this achievement as "missable" but you can do this when you want finding the "1% club" drivers around the map and challanging them with the NissaN GT-R.
I can confirm this achievement IS NOT MISSABLE, I got this achievement by beating all 1% club members including the boss with any car, then I bought the GT-R Premium, and beat them again including the boss.
Another solution I guess is you just need to beat each member one time and then beat the boss , so the total races will be 5.

The only thing you really need to do for this chievo is beat the 5 pilots of 1% Club in a Nissan GT-R. You can do this even after complete their roaming races by challenging them again since they all be available to race anytime (despite in their veteran level).
I recomend to try it after Outlaw's Rush. Just grab a racer GT-R Premium, equip it to the higher rate following your prefferable style and track the Club racers in the map.
Eva and Jess usually are roaming through the city an are, by far, the easiest of the five since they run mostly in highways and straight tracks. Just hit the gas and they are done.
Lindsay and Aaron are the drift b*... You can find'em one in NW of the map and the other in the NE extreme respectively. Their courses consist in a lot of turns and they could be a pain, specially De'Aaron, since the canyons where he keeps roaming are tight and sometimes pass through off-road; his Lambo has a very good acceleretion too, then try to hit him and make his car go out of the road could be a good idea.

It only worked for me on the Nissan GT-R Premium, I also tried the ’99 Skyline (for testing), for some it only works after defeating each of them three times.

Nissan GT R Premium (orange, race dealer).
