Body
There are eighteen parts that can be unlocked on the body:
Front Bumper - Drift for at least 8 seconds
Grille - Locate and defeat your first Roaming Racer
Front Fenders - Complete 3 Jumps with at least 1 Star
Headlights - Locate the parts for, and complete, your first Derelict build
Splitter - Complete 3 Speed Runs with at least 1 Star
Front Canards - Locate and destroy 5 Billboards
Hood - Complete 3 Jumps with at least 2 Stars
Wing Mirrors - Complete 3 Speed Traps with at least 2 Stars
Roof Lights - Unlock at a Performance Level of 300
Side Skirts - Achieve 3 continuous seconds of Air Time
Spoiler - Drive at 175 MPH for 3 continuous seconds
Trunk Lid - Obtain Rep Level: 3
Diffuser - Complete 3 Drift Zones with at least 1 Star
Exhaust - Reach a speed of 195 MPH
Tail Lights - Drive for a total of 155 miles
Rear Bumper - Complete 3 Speed Traps with at least 1 Star
Rear Fender - Purchase a second garage

Wheels
There are four parts that can be unlocked on the wheels:
Tyre Bombing - Reach a 2x multiplier in Free Roam
Calipers - Complete 3 Drift Zones with at least 2 Stars
Brake Discs - Win your first Side Bet
Rims - Trade in 5 Speed Cards

Super Builds
I am not sure if these two are required for this achievement, but they are listed here in case they are (I had them when I unlocked the achievement). I used the Chevy Bel-Air as my Drag Build, allowing me to get not only the following two, but the Roof Lights listed above.
Super Build - Once a Derelict Build has a Performance Level of 300, you have the option of purchasing it's Super Build.
Wheelie Bar - Purchasing the Super Build for a Derelict in the Drag category will unlock this option

Can confirm you do not need the super build or wheelie bar, I had neither and the achievement unlocked.

Visual customization can be accessed through your garage > visual customization (spanner icon). Here, there are many different areas to which you can customize. Certain cars will have different areas to customize than others.

To unlock these areas, you need to complete a specific criteria. You can view these by hovering over the part you want to customize.

I had all of them unlocked but no achievement. I then brought a Land Rover Defender 110 (Offroad) and found the missing customizable point on the roof.

Thanks for the confirmation.

However I’m not sure you need to buy a mod? I bought every mod (across 2 cars) apart from one which was the brake calipers as I hadn’t unlocked them yet. I then went and got a 2 star rating on 3 drift zones to unlock the calipers and the achievement unlocked without the need to buy any.

Also I modded a ‘trunk lid’ & ‘sound system’ which isn’t on your list but not sure if it’s needed?

Try different car types to find the missing parts. Note that there are four on the tyres.

I don’t quite understand this achievement; do you have to buy a mod for everything you can customise on one car?

I know the achievement says unlock and I’ve noticed on one car I can mod the windows but on another it’s locked, does that mean that category is locked?

You need to buy every mod for every car in the game for this achievement. You will need to use different cars. Some mods are not available on certain vehicles.

There is 1, maybe 2, parts that can’t be unlocked on derelicts until you upgrade it to level 300.

Also, I just bought the Defender and it has identical visual upgrades to the Raptor. Which I had already fully upgraded. The upgrade the OP is talking about is the roof.
