This is a story related achievement.
This mission comes at the end of chapter 4. It says you need a higher level runner car, but you really don't. The times when you're driving the runner are rather short and easy. Most of the time, you're driving either two gold cars you're stealing or a large semi with a trailer.
The semi can be tricky to drive as it's sluggish, but its massive size lets you plow through roadblocks and cops. Feel free to aim for the cops and wreck them to build up your count for the achievement:
