This is a culmination of two different achievements.

The first is for beating the story overall. You need to beat all the events to complete the final mission, which is Outlaw's Rush. Events are structured as either Race, Offroad, Drag, Drift, or Runner. Progress through each club throughout the story until you've completed Outlaw's Rush and unlock:

The second part of this achievement involves the Roaming Racers, which are random racers driving around freeroam typically from clubs you've already defeated or will defeat in the story. There are 20 racers to defeat, which will require 52 races overall in freeroam. Refer to my guide in the achievement below for the overall structure of the Roaming Racers.

The Wherever I May Roam achievement in Need for Speed Payback worth 197 pointsBeat all 4 Roaming Racer bosses

Whichever achievement you unlock second, whether it be for the main story or the roaming racers, this achievement will unlock as well.

Isn't it 52 total roaming racers racers, not 40?

I have beaten the racers several but it won't say I have beaten them as veteran.... please help

Once you've beaten all four of the racers in the club three times each, you'll unlock the boss. When you beat the racer on veteran though, it still stays on the map roaming.

i defeated the roaming racers like 5 times now but it wont sa that i defeated them on veteran

I've popped both these achievements needed but this still hasn't pooped, has anyone any issues with this?

@zDrUnKeNMoNkEyz I got the same problem with Jesse of the 1% club.
To make her appear I restarted the game and checked the map until she showed up , try the same if you get the same with other drivers . It might work for others as well !
