Original solution: You can earn this viral achievement by racing in a Drag race against anyone else who has it. You don't actually have to win the race, simply playing the race is enough.
Since the game has been out for a few years now, the virals are a bit less common. I'm willing to give out the achievement to anyone who needs it, just send me a PM on TA or shoot me a message on Xbox LIVE.

this is a "viral" achievement which actually acts like a real one in that if someone has this achievement already and you play with them (no need to win) you will receive this achievement yourself so that when you play with people who don't have this achievement they will "catch" it off of you so just keep playing the drag races on ProStreet then eventually you should get it.
