Not a solution, but a word of advice:

NEVER do hot pursuits with EMP equipped! It makes the AI faster. Leave it in the garage where it belongs... (only use it for interceptor missions where racers tend to be faster anyway)

Road blocks work like a dream for catching racers. Firstly, racers slow down just before road blocks, giving you a chance to catch up. Secondly, a bunch of police will join the chase and help you damage the racers. Just make sure you don't crash into the roadblock yourself.
I found ESF to be useful as well. Most of my damage dealt was by ramming racers from behind. Add some ESF damage to that and racers go down quite quickly.

After finishing the main story, you'll be at rank 21. From the garage (via the 'career overview' menu), you can then replay the earlier assignments that you didn't choose the first time around. Each one of these is worth one rank. There's a further 40 ranks to be gained here, so you should hit rank 60 with one assignment to spare.

If you're also going for the trophy for 100 cumulative gold medals across both cop and racer careers, this is a good opportunity to knock off a bunch of these since various assignments will require you to get gold medals in certain events. I got to 62/68 gold medals in the cop career without too much difficulty. Most events are pretty easy with the Hennessy, except some of the Hard Hot Pursuits.

i found that you can drop spike strips in the way of where the racers will go once an event starts. knocking out about a third of their health almost every time. it makes the every event (aside from rapid response) just a little bit easier.

This is not a guide, it's just a way of doing some type of challenges way faster.

I found the Interceptor [EASY] Beat Down (it's located on the north side on the map, close to a command post) to be a really good event to farm SP points or busted racers or even tech hits and stuff like that. So it's an easy way of doing those type of challenges that require u to do those things.

It's a very fast and easy event. I was able to always do it in 20 seconds or even faster sometimes, gaining 10k to 15k SP points every time. And after the event is finished u can just press cn_right two times to restart it (u keep all ur rewards when restarting, it just fast travels u back to the beginning of the event).

I was using the Hennessey Venom GT with ESF level 4 and Shock Ram level 4.
