To obtain this achievement you and a friend need to be in a multiplayer game together as Racers. Next you should both meet up somewhere where other players (Cops etc.) are the furthest from you on the map. When you drive close to your friend hit 
to initiate a Head-to-Head race. Whoever is going for the achievement needs to win the race. The race is only 1 checkpoint long and shouldn't take but a minute or two to finish.
Also note that for the achievement to pop both players have to complete the race. So if the achievement doesn't pop right away then be patient and wait for your friend to finish 2nd.

To get these achievements you have to have the need for speed network app on your phone. There search for your friends gamer tag and add them there and vise versa.
Add them to your friends list on xbox one. Restart both app and game from the home screen by pressing menu button and quit option. Wait a few minutes and load the game.
Go to your map interface and rb over to all drive. From there go down to friends and make sure your friend shows up in this area. if he does the achievements will pop when going for them, if you don't show up on either persons friends list from in game menu the achievements won't pop even if your in a friends only game. Found this out over the weekend trying to obtain it and thought i should put the information out there.
If anyone needs help with these message me and ill help you, won't take more than 10 minutes to obtain them.

This right here, got me the achievement. No idea who gave you a negative vote, but this is exactly what needs to be done to get the two friend achievements, if anyone is struggling to get these, follow the above instructions.

My friend and I had difficulty getting this achievement, it just wouldn't unlock. We followed the following steps and it finally unlocked. I'm not sure which one finally got it to work.
- We friended each other through the XB1 interface. (following/followers)
- We friended each other on Xbox.com. (oldschool friends list)
- We friended each other on network.needforspeed.com (Origin)
- We then restarted out XB1s by pulling the power on them.
- Joined a party together.
- Started Rivals.

- For the whole race we made sure we kept close to each other.
- We then finished the race while we were close together. (in view on the screen)
The first place racer finally received the achievement, we than alternated for the other guy. We found that if we got too far away from each other that the achievement would not unlock when both racers finished the race.
Overall, the very convoluted friend interface on the XB1 is pretty frustrating... :(
