Racer Rank 5 is easily achieved through playing the game. Each Objective (example: Bronze any Hot Pursuit, Side-slam 2 cops) completion at the start of the game nets one level. So pick the easiest/quickest each time and after completing your 5th Objective you will hit Rank 5 during the second Chapter.
