Chris Rado's '1320 Outlaws Championship' is unlocked via the 'Drag' section of the DLC.
Since the DLC gives you some good cars free from the start i suggest using the Nissan Skyline GT-R (R32) Speedhunters since it can easily do a 9 second 1/4 mile every time and luckily Chris' Scion is a terrible car.
The championship consists of 3 races each with 3 heats, if you get disqualified during any heat that race is over (Reversing at the line or jumping the lights) so avoid doing that.
