You need to upgrade different parts of 3 vehicles until you reach at least 75% (it can be higher than this) "works progress" on each car where you will be able to convert to works spec on each. This is quite expensive as the whole process will take anywhere between 100 and around 250 thousands dollars for each car depending on what you upgrade and the value of the car. Also i sold a car that i had upgraded to works and that then didnt count towards the achievement so you need 3 cars in your garage that are upgraded for this achievement to pop.

You need to do some progress into the game before WORKS become available. You can upgrade your cars to meet the requirements but the option to upgrade it to WORKS won't be available until you reach a certain level. I'm not sure when - I just know that it wasn't available at Level 5 but was there on Level 11 - so somewhere between there.

Not all cars can be upgraded so if you're like me you want to know what cars is eligible for WORKS before you buy. Generally the cheaper the car - the cheaper the parts. So: here's the four cheapest cars that can be upgraded to WORKS:

4.500$ Volkswagen Golf Mk1 GTI
5.000$ Nissan 240SX (S13)
5.200$ Mazda RX-7 (FC3S)
5.500$ Toyota Corolla GTS (AE86)

You may need to swap left and right at the car brand to find it in the Car Lot.
