This achievement is unlocked for earning $1,000,000 in story mode.
This sounds more daunting than it actually is. You should earn this before the third qualifier by completing races and qualifiers, but if you somehow don't, the payout for The Grand is $1,000,000.
This achievement is also cumulative, so don't worry about saving all your money. You can spend to your hearts desire. As soon as you hit $1,000,000 total earned, regardless of how much money you have in your bank account, you'll unlock this achievement.

I don't know why but mine didn't unlock for me. I finished the story and got the 1M reward at the end, no unlocking. I mobed up the collectables and events, earned 1.3M in a week, still no unlocking.
