Can be done at the start of the game in Rydell's garage and it's completely free.

Select "Rides" > "Style" > "Paint & Wrap" > "Edit Wrap" > "Wrap".
Edit any section of the car, "Add Decal," select a decal and press

to place it on the car.
Now keep backing out until you get to the "Paint & Wrap" screen. This will ask to apply changes, hit "Apply" select a save slot and the achievement should pop.

You can do this without going into the wrap editor, just changing the paint colour counts.

This achievement bugged for me. I try online and offline and different cars. Later I try a new save. I play the trail version.

I can confirm you can only change color to get this.
Did it on Cloud version.
