You will jump in a machine that looks like the one Dr Robotnik uses in the first stage of Sonic (the one with the wrecking ball). Just hit Dash with it and avoid his bullets (pretty easy to anticipate the trajectory) he shoots when he is on top of his pile.

Might be worth noting that if you get hit, you can let him kill you and retry. Saves rerunning the whole level.
