You need to go to the South Quarter Entrace. Once inside, walk all the way down (straight). Once you hit the dead end, go left and you will see "Enter"
Go inside, and go to the back of the lab. Read the character's lore for an achievement. Next you can go towards the entrace to the lab, and interact with the blue monitor for the next puzzle.
This puzzle is also randomized. But it's a basic matching game. Match the symbols to solve the puzzle

Love how the summary says "interact with characters" but there's actually no interaction. You literally just walk past them all
