You need to go to the East Quarter Entrace. Once inside, walk all the way down until you hit the dead end. Look to your left and you will see the entrance. It says "Enter"
Once inside, follow the hallway all the way down until you're in the room with all the TVs. Now interact with the woman on the couch and read her lore to pop an achievement and unlock the monitor. Now go interact with the Blue Monitor for the next puzzle.
This puzzle is also randomized. Simply press the direction when the symbol is lit above it. Do this all 8 times to solve the puzzle

Got the achievement. Unlocked within 11 P.M. to 3 A.M.

I don't know if my controller is faulty, or is this puzzle too damn sensitive. It took me forever to get it done, with a correct (I presumed) move being labelled as an error, causing a reset most of the time.
