Arcade -> Fortress -> Hard Reset skill
The Hard Reset skill would cause Rebooting levels to cost more, but would give greater chance to get better levels. Boosting Visor armor would decrease the cost of Rebooting while increasing the chance of a better level.
I was able to find a Nuke on the 2nd level after Rebooting (Press
on level select screen). Afterwards I would reboot every single time and most of the times I would end up with a size 7 and elite 7 levels. Ignore all bonus levels as there is a low amount of elites.
I noticed that every single kill except on white enemies counted towards this.
For gear, this was how I focused my scrap: Nuke -> Core -> Visor -> Secondary -> Transport
I ended up never upgrading my secondary or transport.
In 1 run I was able to get 1,490 Total kills with 1,110 of those being Elite Kills. This took me a little less than an hour. I ended up dying on accident on the level immediately after the 3rd boss.
I think if you don't find a Nuke after the 2nd level, it would be better to reset, as the huge amount of splash damage allowed me to race through the larger sized levels.
