Note: This achievement was initially glitched upon release. It has since been patched.

On a level select screen, you will see some options at the bottom of the screen (For example, you can press to reboot the stage or to skip the stage)

For this achievement, you must Reboot twice on the same level select screen.

The first time you do this, it should be free. Doing so will refresh the possible level selections.

The second time, a value amount will be placed in parenthesis showing how much scrap it will cost. Press the button again and pay the amount and the achievement will unlock.
