Throughout a run, e.g. in Arcade mode, you can modify your current character after each level. You earn weapons and other materials as loot dropped by killed enemies. You can recycle the materials you do not need such as the ones belonging to a different type (dash, rampage, fortress) for in-game currency.
As you progress, you need to boost the items you want to keep in your current build. You have to upgrade every item you have equipped (not every single item in your inventory!) to the maximum level in order to get this achievement. If you have accumulated enough loot, you should be able to get this without any problems.
Try combining this achievement with
The That's glitch art achievement in NeuroVoider worth 85 pointsEquip 2 glitched weapons at the same time
since glitches weapons are already boosted to the maximum level. This will save you from having to upgrade two items in your build.
