The Shores of Tuern is part of the Tyranny of Dragons campaign. If you haven't started it, you can begin the campaign at level 26 through Sergeant Knox in the Protectors Enclave. He will guide you to Harper Boward who you must complete a series of quests and tasks for. Shores is unlocked at one of the final tiers of the campaign quest tree.
