The location of the Goblins are Icespire Peak. I am about half way 250 goblins in. I feel that you can get this one by playing all the missions as there are a lot goblins about. Or you could just go from one party to the next and slay them all.

Agreed. Icespire is the perfect place to farm goblins if you need to. They're as easy as kobolds
