Simply playing the dungeon without being given the quest should net you the achievement.
Also, in 'queues' you should see Blackdagger Ruins as one. (providing you're not level 60 as these are 'epic' versions, which I'm not so sure if they unlock this or not).

I'm level 60 and missed this early on. Now none of the campfire locations give me a quest in this Blackdagger ruins area.

Yes - I had run into a similar problem. Seems that a bug in being able to map to 'the sea caves' area ended up having me abandon the whole area on that quest. It woudn't even show me that the quest was supposed to go into Blackdagger Ruins. So I went on and then realized this chievo was missing and had to go back. You probably need to go back and find Xalliana sitting in a cut of rock out in the beaches area - that is where I was able to pickup the bugged quest again and then walk to the area where the quest is supposed to happen. Only reason I could see that it wouldn't map the the trail for the quest is that I hadn't explored the area of the map this it is in, but that hasn't stopped other quests from showing the trail. A bit strange... Hope you find where you left off!

Since Blackdagger Ruins is a vaulted area, the quest is not available anymore. As a replacement, the devs hid strangers called 'Acolyte of Histories' across the other maps, handing out the otherwise unobtainable achievements.
The 'Acolyte of Histories' handing out this particular achievement is in 'Icespire Peak' with coordinates 1300, 3300
