Update July 2018: This applies only to the first half of the Jungles of Chult campaign--Soshenstar River currency, etc.

You need to have ALL the campaign window tasks unlocked for this achievement.
(If you complete the last campaign window task and the achievement doesn't unlock, going to the change character screen then relogging back in on your character should unlock it.) (Or switch instances, thanks Maxumilli0n)

This is rather grindy as usual for these campaign achievements; make sure you start with the center path to make more Totems per week, and if you can afford it, get the Chultan Hunter to give you bonus Totems from every quest you complete!
The Chultan Hunter bonus totems come from the hidden 25 Totem pool that hunts and chests count towards. In my experience, doing all the regular weekly quests and some of the daily quests with the Chultan Hunter equipped gave me enough Totems to completely max the hidden Totem bonus pool without having to do any Hunts or chests at all!

In general, you're looking at about a minimum of 8-10 weeks worth of grinding Totems depending which tree you unlock first to completely unlock the campaign window.
