Although the achievement states you must kill 500 Lycanthropes, and normally this term is used synonymously with werewolves, in this game it also applies to the rat people. So most of the levels where you go into the sewers, mainly in Black Lake {Mission the Dead Rats}, there are plenty of rat people, and at a much earlier level then Vellosk which requires you to be at 37.

The best places to find Lycanthropes are the Vellosk and Blacklake District adventure zones. They make up most of the enemies in Vellosk, but you can also kill Wererats in the Blacklake District (across the bridge by the campfire where the alchemist is and left of the Waterfront area).
