Did they change things? I've been at these stupid fucking bear spawns for hours and can't get a single fucking bear.

You must defeat a lion, a tiger and a bear in the Soshenstar River. Tigers are the most abundant, however the lions and the bears share spawn points. So if you visit a spot with Lions and kill them, when you come back, you might get bears to spawn. I've marked the spots they spawn on the map.
