This achievement gives a combined amount between all 3 reclaimed resources (Magic/Rich/Weapons) and it does accumulate meaning you won't need to have a standing total of 1000 resources as long as you've acquired a life total of 1000 resources the achievement will pop.

Enemies around the River District will drop resources but I'd recommend doing the random vaults, they were dropping from 8 to 30 resources per run not including the ground drops and was averaging runs at 5mins, as mentioned on the other solution you'll find this so much easier if you grab some Alliance members or even community members from zone.

Even though I have about 400 resources between magic/weaps/rich. In my inventory it only says 30?

That has no relevance to the achievement really, just remember to keep an eye on your progression in your journal.

You earn resources by killing enemies in the River District, or by completing vaults. This will really just take time to complete. You will need these resources to enter the vaults, although the entry price is minimal, you can also use these resources to upgrade guard posts throughout the city. You can also use the resources to trigger the Treasure Ship heroic encounter on the docks.

You can earn certain resources by completing certain vaults!
Sewers: Reclaimed Weapons
Dungeons: Reclaimed Magic
Crypts: Reclaimed Riches

You can track your progress in the Journal if you tab over to 'Achievements', search under 'General' and look for the 'Reclamation Expert'.
